Measurement and allocation errors remain central as major challenges in the energy industry. According to Nigeria Extractive Industries Transparency Initiative (NEITI) audit reports 2012-2015, Nigeria lost over $9.89 Billion worth crude oil due to poor metering and allocation. The recent 2021 NEITI report attributed $2.5 Billion representing over 31Million barrels of oil production loss to poor metereing and allocation issues.The urgency to address measurements at the critical points, including at custody transfer and at the well-head is important. This has neccessitated the design and delivery of this course focusing on crafting and proper management of the Hydrocarbon Accounting/Fiscal Metering Variables.
Accurate Measurement and Allocation in the energy industry is a common challenge across assets and this course is designed to manage such challenges. Hydrocarbon Accounting principally involves, allocation of volumes, storage of data, effective production deferment administration and data reporting. There are several factors that influence metering but majorly the type of agreements, adopted technology/processes and strong leadership remains the game-changer. Proper definition, selection, design, operation, troubleshooting and management of interfaces remain critical in the HCA framework.
